Recently I attended a South African Local Government Association (SALGA) meeting where a SALGA leader told a curious story. He stated that at the start of this term for Councillors most municipalities in the Eastern Cape gave the Chairperson of Municipal Public Accounts Committee to an opposition party. Sadly, when the Sappointed Chairpersons began investigating maladministration, fruitless and wasteful expenditure, the appointments were withdrawn and ruling party loyalists were entrenched.

This shady practice advised that the ruling party in the Eastern Cape had no intent on improving its audit standings and that the massive corrupt activities in the Eastern Cape will continue. Thus the purpose of SALGA, the Auditor General and other institutions that exist to ensure clean governance is wasting its resources on politicians that have limited intention to institute ethical practices.

While volumes have been written about local government legislation and regulation, the proof still exists within the actions taken when matters go wrong. There is no benefit for the ratepayer or the poor when politicians go on so called fact finding missions that have no direct outcome or benefit to the municipality.
